Windows could not stop the IIS Admin Service service on local computer

When you try to restart the IIS admin service, you get the following error:

Windows could not stop the IIS Admin Service service on local computer

ERROR 1053: the service did not respond to the start or control request in a timely fashion

QUICKFIX:

Kill the inetinfo.exe process in task manager.
